Use of 911 Funds - An act to amend the statutes governing emergency telephone service, as recommended by the house select committee on the use of 911 funds, and to increase funds for supplemental peg channel support.   (Enacted into Law - Signed by the Governor on July 23, 2010)

Inventory of Anti-poverty Efforts - An act to direct the program evaluation division of the general assembly to inventory and evaluate antipoverty efforts in the state and to write a history of the state's efforts to reduce poverty, as recommended by the joint legislative commission on poverty reduction and economic recovery. (Referred to Program Evaluation Division for 2011-2012 Work Plan)

Energy Policy Council Green Energy Study - An act to direct the energy policy council to identify, study, and recommend policies to increase energy efficiency and conservation, promote renewable energy resources, and reduce carbon emissions, as recommended by the legislative commission on global climate change.  (Passed the House)

Establish NC Commission on Climate Change - An act to establish the North Carolina commission on climate change and to establish the advisory council to the North Carolina commission on climate change, as recommended by the legislative commission on global climate change.

Second Tar Heel Academy - An act to direct the department of public instruction to assist the national guard in establishing a second tarheel challenge academy in Badin, as recommended by the joint legislative commission on poverty reduction and economic recovery.

Promote the Work Opportunity Tax Credit -An act to direct the employment security commission to promote the work opportunity tax credit and educate employers about it, as recommended by the joint legislative commission on poverty reduction and economic recovery.

No High School Graduation Project Required - An act removing the high school graduation project as a state requirement for graduation.  Local graduation project requirements are still allowed.   (Signed by the Governor July 1, 2010)

Early Identify and Intervention For at Risk Students - An act to require local school administrative units to identify students at risk of academic failure and not successfully progressing toward graduation no later than the fourth grade, to provide personal education plans for those students, to require local school administrative units to certify compliance annually to the state board of education, and to require the state board of education to periodically review data on the progress of identified students and report to the joint legislative education oversight committee.  (Senate companion bill 1248 signed by Governor on July 23, 2010)

Four-Year Cohort Graduation Rate -An act to direct the state board of education to develop a growth model for establishing short-term annual goals for improving the four-year cohort graduation rate, to establish a long-term goal of increasing the statewide four-year cohort graduation rate, and to allow military dependants whose parents are deployed to attend school before the age of five in North Carolina if eligible in the state where the child's parent is permanently stationed.  (Senate companion bill  1246 signed by the Governor on July 20, 2010)

State Health Plan/Court Ordered Guardianships - An act to allow state employees to enroll children for which they are court-appointed guardians as dependents in the North Carolina state health plan for teachers and state employees.    (Senate companion bill 1392 signed by Governor on July 20, 2010)

Reenact Renewable Energy Tax - H2007 - An act to provide a tax credit for constructing facilities manufacturing green energy property.    (Included in HB1829 - passed)
 H2008 - Modify Renewable Energy Property Credit- An act to modify the credit for investing in renewable energy property.    (Included in HB1829 - passed)

Special Retirement Allowance -An act to authorize the creation of special retirement allowances for retirees of the teachers' and state employees' retirement system and the local governmental employees' retirement system.    (Signed by the Governor July 21, 2010)

Restore Prison Education System - An act to restore funding to the prison education program in the North Carolina Community College system, as recommended by the joint legislative study commission on poverty reduction and economic recovery.    (Included in state budget)

Poverty Reduction Tax - An act to require certain tax incidence reports by the department of revenue, as recommended by the joint legislative study commission on poverty reduction and economic recovery.    (To be included in house rules)

Communities in Schools Funds - An act to appropriate funds for communities in schools of North Carolina, including programs and services and to place no fewer than one hundred graduation coaches in either middle or high schools, as recommended by the joint legislative commission on dropout prevention and high school graduation.    (Included in state budget)

Funding for PEG Channel Grants - An act to provide immediate and recurring funding for peg channel grants.    (Included in HB 1691)

Matching Funds for Federal Energy Grants - An act to enable North Carolina educational institutions and nonprofit companies to participate in grants awarded by the united states department of energy.   (Included in state budget)

Add Member to Energy Policy Council - An act to add one member to the energy policy council who is experienced as a consumer rights advocate.

Wood/Crop Biomass Strategic Working Group - An act to establish the North Carolina wood and crop biomass strategic working group to identify, study, and recommend a comprehensive package of appropriate and targeted policies and financial incentives to: (1) ensure a reliable supply of sustainably managed wood and crop biomass for energy purposes and other sectors; (2) develop economic opportunities for rural communities; and (3) integrate wood and crop biomass utilization into the state's comprehensive energy plan.    (Included in HB1766- Sect.13 and signed by the Governor on August 2, 2010)

Amend Dropout Prevention Grants - An act to amend the criteria used by the committee on dropout prevention to award the dropout prevention grants, to direct the committee on dropout prevention to use evaluations from prior grant cycles to identify evidence based programmatic elements that are effective and replicable, and to allocate funds to study high schools that have significantly reduced their dropout rate to identify programs that merit replication and assess the progress of programs that are no longer receiving dropout prevention grants, as recommended by the joint legislative commission on dropout prevention and high school graduation.       (Included in state budget)

Study Raising Compulsory Attendance Age - An act to direct the state board of education to establish a blue ribbon task force to study the impacts of raising the compulsory attendance age for public school attendance prior to completion of a high school diploma from sixteen to seventeen or eighteen, as recommended by the joint legislative commission on dropout prevention and high school graduation.     (Included in SB900 section 28 and signed by the Governor on July 22, 2010)
